Monday dashboards are often full before the week begins. Sales, staffing, service, cost, and cash measures arrive on time. The meeting still ends without a decision.
The problem is not visibility. It is the absence of a rule connecting the signal to an action. A red number becomes discussion, a yellow number becomes monitoring, and a green number becomes reassurance. None of those outcomes necessarily changes the work.
For each critical measure, define the threshold that requires action, the person authorized to act, the options available, and the date the decision must close.
Do not ask only what the dashboard says. Ask what decision the business would make if the number crossed a boundary, and whether the people in the room have authority to make it.
A complete dashboard describes the business. A complete management system changes it.
